I'm afraid quoting the Midrash creates more problems than it solves. This appears to be a Midrash of the kind that cannot be interpreted superficially, a bit like the Midrashic statement that Adam had intercourse with every known animal before marrying Eve. Perhaps the Midrash quoted here wants to emphasize that some people, after the Tower incident, remained with monkey- or elephant-like qualities. The pshat-reading of the Midrash would imply that we should care for the lives of monkeys and elephants the same way we do for humans because they are descended from man anyway...
